The uninsured rate also increased in the South. The nation's poverty rate rose from 13.2 percent in 2008 to 14.3 percent in 2009, and the rate of people without health insurance rose from 15.4 percent to 16.7 percent. The poverty rate nationally was the highest since 1994, the bureau reported, but the actual number of people in poverty was the highest in the 51 years the rate has been tracked.
