(AP)  Buffalo teachers rang up nearly $9 million worth of taxpayer-covered cosmetic surgery in 2009, according to the state-appointed authority overseeing public school finances.

The Buffalo Fiscal Stability Authority found that last year's costs for elective procedures such as chemical peels and other skin treatments were up $8 million over 2004's $1 million tab for cosmetic surgery.

The procedures, provided under the teachers' union contract, accounted for 9 percent of the district's total spending on health benefits for employees and retirees, The Buffalo News reported Thursday.

About 10,000 school employees are eligible for the benefit. District officials said teachers or their dependents accounted for 90 percent of the approximately 500 people who received cosmetic surgery last year.

The president of the Buffalo Teachers Federation said the union has agreed to give up the benefit in the next contract and said teachers may be simply rushing to use the benefit while they can.

Board of Education member Christopher Jacobs said the cost increase "smacks of abuse" and is asking the district and the city comptroller to investigate.

Most procedures were performed by eight doctors, the newspaper said, including one who billed the district $4.3 million.

When I look at pageants I don't see any purpose to them. Beauty pageants are contests in which you are judged by your physical appearance and sometimes your talent depending on the pageant.
There are many reasons why I don't agree with beauty pageants, it's not good for the health and not good psychological.

In todays world people define beauty as: pretty, thin, flawless skin, and perfect smile.
But under that beauty there's more than that. Pageants are having an impact on young girls.They start to develope low self-esteem each time they lose, cause they know they are being judged by every move they make, the dress they are wearing, and even the way they look. Jealousy comes out in girls when your constantly being judged among others and you start to lose self respect and begin to hate yourself. Along with being "perfect" you have to have that "perfect" body, in order to get that "perfect figure" girls turn to anorexia, or bulimia.

At pageants your always being compared for the outside beauty and never the inside. When girls lose they think they weren't pretty enough and if they win girls feel as if none of the other girls like them which is caused by jealousy. The younger the pageants the more developing they have to do. Their minds haven't fully grown and when you put those younger girls into a pageant that's putting 'outside beauty is more important than inside' in their mind, which is making it hard for girls to understand the difference between on stage and real life.

Beauty queens suffer from some form of eating disorder. Anorexia (deliberate weight loss) and bulimia (binge eating) are the two main eating disorders prevalent among these women. Pageants put a lot of pressure on girls bodies. There are girls that are a little bigger in pageants and "magnified" ten times as much than at school. When it's pointed out that much they turn to these disorders to become thin from the pressure.

There is only so much beauty contestants can take from the types of pressure about being "perfect" in these pageants. Which I don't find they serve any purpose to anybody. It only causes problems.

Beauty Study: Successful Beauty Ads Appeal to Women's Confidence; Samples Don't Hurt - Huffingtonpost.com

Research has found that the most compelling beauty advertisements appeal to consumers' confidence rather than their insecurities -- free samples don't hurt, either, according to About.com's 2010 Beauty Study.

The study also revealed that beauty products are considered a necessity, with over two-thirds of respondents willing to purchase products even while watching their budgets.

Conducted online in August, this About.com study aimed to understand why consumers use beauty products; what influences purchasing decisions; what kind of beauty advertisements are most appealing; and what brands can do to attract new customers. It also looked at what emotions beauty products evoke in consumers.

The study revealed that beauty products are non-negotiable, regardless of budget, because consumers view them as an important part of life and necessary to help maintain their look and skin/hair health. Eighty percent of respondents plan to spend more or the same this year on skin, hair, male grooming, teeth whitening and cosmetic products.

Consumers also indicated that they use beauty products for the following reasons:

  • 69 percent of respondents use beauty products to make sure hair and skin always stay healthy.
  • 67 percent of respondents use beauty products to help solve specific skin and hair problems/concerns.
  • 59 percent of respondents use beauty products to maintain a certain look/style.
  • 55 percent of respondents use beauty products to look the best for their age.


The study also concluded that consumers prefer ads that appeal to their confidence, rather than to perceived insecurities.

The most compelling ads offer free samples or trials (cosmetics, 71 percent; skin care, 64 percent), printable coupons (cosmetics, 58 percent; skin care, 56 percent) and product information (cosmetics, 49 percent; skin care, 44 percent). (Full report.)

City offers new health benefit for senior citizens - Miami Herald

The city of Miami Gardens and a health benefit company have joined forces to provide a way some senior citizens can access city recreational programs for free.

Healthways Silver Sneakers, a fitness program designed for seniors 65 and older, will soon be available at the Betty T. Ferguson Recreational Center, 3000 NW 199th St.

To participate in Silver Sneakers, it must be included in the person's insurance plan. Silver Sneakers is included in health plans offered by Humana, AvMed and other firms.

Councilman André Williams says through the program, seniors will receive a free gym membership at the rec center. But if they want to receive the Gold Package, which includes weekly brunches, standard and deluxe trips, and full use of the center, seniors will have to either use the gym a minimum of eight times per month or pay a fee.

``Seniors will not automatically qualify for the gold package by joining Silver Sneakers,'' Williams said, ``but the most important thing is being healthy and pursuing a healthy lifestyle.''

This comes after seniors spoke out about the confusing packages offered at the center last month.

Before Silver Sneakers, the council offered seniors three packages, which will remain available for seniors whose insurance company doesn't cover Silver Sneakers or who don't make the minimum number of gym visits. The three packages are: the $25 gold package for weekly brunches, four trips a month, workshops and full access to the center; the $15 silver package for weekly brunch, two trips and workshops; the $5 bronze package includes weekly brunch and workshops.

Rita Pierre of the Cloverleaf Royals, a senior citizen's group, said her club will not participate in the council's new initiative. Instead her group chose to continue conducting their activities at their current location, Cloverleaf Park. Like all senior groups who choose to be independent and go to parks throughout the city, Cloverleaf will pay a monthly fee of $65.

``It's just a lot of different changes, they said one thing in the beginning and now they're changing it again,'' said Pierre, 67. ``We need a council person to discuss it with us one-on-one. Council meetings are crowded; we're seniors, they say some things that we may not even hear.''

Sporty Young, president of Crestview and Rolling Oaks Ambassadors, said he is pleased with the new changes and does not mind frequently using the gym to qualify for the Gold Package. But he worries about his members who do not qualify for Silver Sneakers because of the age minimum.

``Not everyone in my group is 65 yet,'' said Young, 73, ``but we will remain a group and go to the center as individuals to exercise our rights as senior citizens.''

Silver Sneakers Field Manager Dianna Valenzuela met with the council and local residents at last week's council meeting to inform the public about the benefits of the nationwide program.

``The goal of this program is to encourage you to become active,'' said Valenzuela. ``The beauty of this program is that it's not only for people who are active, but even for people in wheelchairs. It's tailored for anyone.''

Williams said the program will have no fiscal impact on the city because the money will come from insurance companies not from senior citizens.

``There are 2000 eligible seniors within a 2-mile radius of the Betty T. Ferguson Center,'' said Williams. ``This is a revenue generator because no matter where you live you can participate, and the center will receive the fees.''

Mayor Shirley Gibson said she encourages senior citizens to use the brand-new facility as the council works to make changes to accommodate the elderly.

``We have such a fine facility. We want people to use the gym and the pool. It's not just a meeting place. We don't want the building sitting there and you don't use it.''

Nixing — or 'fixing' — health law? Don't hold your breath - msnbc.com

When West Virginia Senate candidate John Raese delivered a thundering promise to support a "termination and repeal of Obamacare" at a recent campaign event, the crowd went wild. "Boy, do I know the applause lines!" exclaimed the Republican hopeful.

Raese's Democratic opponent, Gov. Joe Manchin, isn't all that different from his rival when it comes to the sprawling health care overhaul signed into law by the president earlier this year.

Calling parts of the bill "overreaching," Manchin has said that some parts of the legislation need to be nixed. "If you can't fix it, repeal the whole thing," he told FOX News last week.

Repealing — or at least "fixing" — the legislation may be a popular campaign proposal out on the stump. But both political and structural realities of the complex reform passed by Congress earlier this year make a wholesale cancellation of the bill almost impossible. And most of the unpopular parts of the plan, at least for the moment, are here to stay.

Legislative hurdles
It's not surprising that candidates of both parties are highlighting what they perceive to be flaws in the far-reaching overhaul effort. According to a Kaiser Family Foundation poll conducted in early October, only 39 percent of likely voters in the 2012 midterm elections have a favorable opinion of the new bill, compared to 49 percent of likely voters who view it unfavorably.

Problems with the implementation of the bill have also made headlines. In recent months, the Obama administration had to issue dozens of one-year waivers to insurers and other corporations who resisted new rules capping coverage for certain health care plans. As insurers anticipate the coming changes, many have raised their premiums.

But — popular or not — killing the bill is hardly a possibility as long as there's a Democrat in the White House.

Even if Republicans win majorities in the House and Senate, President Barack Obama will retain the power to veto any legislation that crosses his desk, a power he'd certainly exercise if lawmakers tried to substantially modify or revoke the defining legislative victory of his first 18 months in office.

If — as most political observers are now predicting — Republicans win a majority in the House, leaders are likely to introduce legislation early next year that would repeal the existing bill and instead propose a GOP-authored replacement that would allow insurance plans to be sold across state lines, a measure that Republicans say would drive down costs because of increased competition.

But even if that measure passed the House, any controversial changes to the bill would face extremely poor prospects of passage in what's almost certain to be a closely divide Senate.

Julie Barnes, the director of health policy at the Bipartisan Policy Center, says that efforts to change the new system also fail to take into account how much has already been done.

Although the bill is still in the early stages of implementation, says Barnes, state and local governments have already begun to receive federal grant money to establish new protocols — efforts that they aren't eager to see go to waste. "Those are bells that are not going to be unrung," she said.

More likely, she said, would be congressional elimination of funding for particular programs.

House Republicans are considering using the budget process to starve the Internal Revenue Service or the Department of Health and Human Service of money to administer the plan or enforce tax penalties for those who violate it.

House Speaker John Boehner promised to do just that in a recent interview with The Cincinnati Enquirer. "They'll get not one dime from us," he said. "Not a dime. There is no fixing this."

"That's really the only thing that is politically possible but in [Congress's] realm of responsibility," says Barnes, "Everything else has already been accomplished."

What about 'fixing' the bill?
West Virginia's Manchin is not the only Democrat in a tight race who has proposed overhauling the legislation.

In a recent debate, Kentucky Democrat Jack Conway called his proposal to "fix" health care "a stark difference" from his Republican rival's pledge to repeal the bill. Illinois Democrat Alexi Giannoulias, who is locked in one of the country's tightest Senate races, uses a similar line on the stump, calling the bill "far from a perfect vehicle" and saying of his GOP opponent Mark Kirk, "He wants to repeal it. I want to reform it."

Some "fixes" could receive bipartisan support. Republicans are likely to target one particularly unpopular IRS reporting requirement that could add a hefty paperwork burden to many companies.

But health policy experts and congressional aides on both sides of the aisle agree that the core pieces of the bill are so intertwined that it would be almost impossible to remove its most unpopular parts without collapsing the system on which the legislation is premised.

The "individual mandate" — the requirement that almost all Americans purchase insurance or else pay a fine — has been particularly reviled by opponents of the reform bill passed this year. Many Republicans argue that the mandate is unconstitutional, a question currently being explored in the courts.

"America is a country of choices, not forcing people to buy things that they don't need," said Nevada Republican Senate candidate Sharron Angle in a debate against Majority Leader Harry Reid on Thursday.

But the mandate, which serves to spread risk throughout large pools of healthy people unlikely to require costly treatments, is a central portion of the bill that lawmakers negotiated with insurers.

"The object of the law is to prevent acute conditions from happening at the first place," said Barnes. "The only way to do that is to mandate. Our only hope is to spread risk around so that we can make premiums more affordable."

Some backers of the legislation argue that, as more components of the health care plan become operational, costs to the consumer will be reduced and enthusiasm for "repeal" will fade.

The most popular provisions — like subsidies to those who cannot afford insurance, small business programs intended to reduce premium costs, and a total ban on insurance companies denying coverage to adults with preexisting conditions — will be in place by 2014.

But opponents of the plan aren't buying it, saying that the Democratic administration has now become the face of a massive system fraught with inefficiencies.

"They've just grabbed ownership of every problem in the health care system," said one House GOP aide. "Every time you wait an extra hour in a doctor's waiting room, it's going to feel like Barack Obama's fault."

ROCHESTER, N.Y. — Atop an oak-shaded hill at Mount Hope Cemetery, an epitaph chiseled in Latin on Col. Nathaniel Rochester's headstone whispers on the wind: "If you seek his monument, look around you."

Mount Hope, America's oldest municipal park-garden graveyard, is a refuge not only for the departed. Curious souls still tramp through the 196-acre arboretum by the tens of thousands each year, among them picnickers, bird watchers, joggers and history buffs.

In the Romantic era of Wordsworth and Beethoven, the Victorian vogue of mourning embraced a love of nature and artistry. So-called "rural cemeteries" a few miles out of town were a sublime departure from the austere colonial churchyards with morbid funerary where the dead typically ended up.

Some 200 were established in the three decades before the Civil War, beginning with Mount Auburn near Boston in 1831. They're invariably hemmed in now by urban sprawl, forerunners of large-scale city parks and the grid-pattern cemeteries that predominate to this day.

Carved out of wilderness on New York's western frontier in 1838, Mount Hope's heavily wooded Old Grounds are a jumble of glacier-carved ridges, ravines and meadows.

Cobbled carriage paths twist and tumble past Greek-style mausoleums, a Florentine fountain and a Gothic Revival chapel, stone terraces fringed with wildflowers, and ornate bronze, marble and granite sculptures of pet dogs, winged angels and Celtic crosses.

And don't forget the permanent residents — 350,000 at last count, and growing by 300 or so each year.

Among the best-known: Civil rights crusader Frederick Douglass, suffragist Susan B. Anthony, anthropology pioneer Lewis Henry Morgan, and William Warfield, fondly eulogized in 2002 for his gravelly rendition of Ol' Man River in the musical Show Boat.

Around every curve lie tales of heroism, ingenuity, intrigue and tragedy: A dentist, Josephus Requa, who invented the first machine gun; Gen. George Washington's drummer boy; an Arctic explorer with the U.S. Army forced to resort to cannibalism; George Selden, creator of the first gasoline-powered automobile.

Regular visitors and newcomers alike are drawn in by Mount Hope's topography, architecture, personalized ornamentation and fabled denizens. Perhaps above all, they treasure the almost mystical hush.

"I look at the beauty, the architecture and the stones and I remember all those buried here that made the city — made history what it is — as people," said Joyce Wiedrich, 58, a nurse who gets a daily glimpse of Mount Hope from a nearby hospital and loves rambling the grounds on fall weekends. "I don't get morose or just think of death when I come here. I think of the life that surrounds this place."

Consecrated a year into Queen Victoria's reign, Mount Hope began as a 54-acre cemetery 1 1/2 miles from downtown, where overburdened burial grounds were proving a health hazard and an obstacle to expansion. Today, bustling neighborhoods and the University of Rochester campus press all along its perimeter in this city of 208,000 on Lake Ontario's southern shore.

Under towering oaks 200 to 300 years old, the heart of Mount Hope "is maybe the only place in Rochester that still looks like the 19th century," said Dennis Carr, a college library researcher. "It brings history alive — a paradox in a cemetery — but you feel connected to great events and people who did great things."

The Rochesterville settlement Col. Rochester established along the Genesee River gorge in 1811 was already a boom town when he died in 1831. Twenty years later, a Main Street burial ground had to make way for the city's first hospital and his body was moved to its serene perch on Rochester Hill.

When the leaves have fallen, allowing glimpses of the city, cemetery aficionados gather at the city founder's large family plot. "We put our cheese and crackers on top of the tombstones, drink wine and have a nice time," said Oregon-born author Richard Reisem.

Mount Hope served as Reisem's local park when he took a job as a Kodak speechwriter. "I had never seen anything like it in my life — it was just astounding!" said Reisem, 80, one of whose books, "Buried Treasures in Mount Hope Cemetery," is a field guide with 500 mini-biographies of his favorite inhabitants.

Carr, who with Reisem has led guided walking tours at Mount Hope since the 1970s, spotted Kurt Vonnegut on a 1994 pilgrimage to honor fellow POW Edward Crone Jr., the role model for Billy Pilgrim in Slaughterhouse Five. Vonnegut later wrote that "he didn't feel the Second World War had ended for him until he had come here and visited the grave of his friend," Carr said.

The rural cemetery movement, which sprouted at Pere LaChaise near Paris in 1804, spread to England before crossing the Atlantic.

Four private rural cemeteries — Mount Auburn in Cambridge, Mass., Laurel Hill in Philadelphia, Green-Wood in Brooklyn and Spring Grove in Cincinnati — are national historic landmarks. Within the next year, Mount Hope will try to claim that top-tier designation as a rare rural cemetery run by a municipality.

That cemetery model — selectively planted and pruned but meant to look as if it spontaneously arose from nature — mirrored the spirit of the times, a new Age of Romanticism.

"You've moved from the colonial-era Protestant idea of predestination," where cemeteries are grim and neglected, to "a much more optimistic view of the afterlife" reflected in loved ones being laid to rest in lilac groves under simple limestone tablets adorned with Scripture or soulful verse, Carr said.

Mount Hope's public ownership made it a striking example of cemeteries suited to a more egalitarian age, opening its gates to all religions, races and social classes. Lot holders had free rein over the design and appearance of the individual gravesites.

As the industrial economy took hold after the Civil War, cemetery layouts were turned over to professional superintendents and the free-for-all approach began to be seen as garish and disorganized. The centrally managed landscape-lawn model was popularized by Adolph Strauch at Spring Grove.

"He got rid of private-lot fencing, all the extraneous visualization like cast-iron animals, wire benches and trellises," said the 733-acre Cincinnati cemetery's historian, Phil Nuxhall. "Can you have any type of monument or flora on a private family lot here? The answer is no. It has to be harmonious with the surroundings."

In recent times, rural cemeteries have come full circle in capturing the public's imagination.

"They start out as contemplative places to honor the dead and equally as parklike spaces that could be accessed by any level of society," Carr said. While that cemetery style faded away — "they were looked upon sometimes as a waste of space" — they've benefited from a newfound appreciation for conserving the past.

"Maybe 30 to 40 years old," Carr said, "people started to look at them as cultural resources akin to a museum. They're a constant in a constantly changing world."
