March 23 marks the first anniversary of the health-care reform championed by President Barack Obama and congressional Democrats. But the measure, officially known as the Patient Protection and Affordable Care Act, is targeted by congressional Republicans and is being challenged in court by 26 states. The law is to be phased in over the next few years, but its future is far from certain.

Is the health-care law constitutional?

Twenty six states -- although not California -- have joined in lawsuits, saying the government unconstitutionally exceeded its authority because it requires virtually all Americans to carry health insurance by 2014. Three federal judges have ruled in favor of the law, but two have ruled against it. U.S. District Judge Roger Vinson was the most recent to reject the law, but he also said the states must continue to abide by it while an appeal wends its way through the system. The issue is expected to be ultimately decided by the U.S. Supreme Court.

Obama administration attorneys have argued that health care is part of the interstate commerce system. They say the government can impose a tax penalty on Americans who decide not to purchase health insurance because all Americans are consumers of medical care.

Could the health-care law be amended or repealed?

It's unlikely to be repealed wholesale as long as Democrats control either the Senate or the White House. However, Republicans are also exploring ways to dismantle the law piece by piece, including withholding money needed to implement parts of it. The measure's success and popularity with the public could determine what amendments are eventually made.

Earlier this month, the House voted 314-112 to remove a provision from the bill that seemed to have little to do with health care -- it required small businesses to file tax forms for every vendor who sells them at least $600 worth of goods. Rep. Loretta Sanchez, D-Santa Ana, was one of 76 Democrats in favor of removing the provision. The Senate also approved the change, and Obama has said he'd sign it.

Obama has said he'd be willing to work with critics to improve the health care bill, although he wasn't going to re-fight battles of the past. He has talked with governors about ways to reduce state costs associated with the law, including accelerating the timetable for allowing states the option of providing the reforms themselves. Obama has also launched an initiative to reform medical malpractice laws, which have long been a concern of Republicans.

Which politicians is the health-care law impacting?

Opposition to the law, dubbed ObamaCare by some critics, was a rallying point for Tea Party activists and FoxNews commenters in the 2010 election, which saw Republicans pick up 63 seats in the House of Representatives. House Republicans almost immediately passed a bill to repeal the law, although Senate opposition rendered it a symbolic gesture.

Republicans hope they can again use opposition to the law to help their campaigns in 2012, when 23 Democratic Senate seats (and 10 Republican seats) are on the ballot. Democratic strategists have urged the party to do a better job selling the law to the public. In the Republican primary for president, early frontrunner Mitt Romney has been fending off attacks over a similar law he championed in Massachusetts.

A Bloomberg poll this month found that among American adults, the jury is still out: 41 percent said it should be repealed, 42 percent said we should see how it works, and 12 percent said it should be left alone. But 65 percent opposed the part of the bill that mandates virtually everyone have health insurance.

How much will the health-care law cost taxpayers?

The non-partisan Congressional Budget Office has reported that there would be a net savings to the federal budget.

"(The law) will produce a net reduction in federal deficits of $143 billion over the 2010-2019 period," according to the CBO analysis. "About $124 billion of that savings stems from provisions dealing with health care and federal revenues; the other $19 billion results from the education provisions."

However, the CBO notes that there could be $60 billion or more in future discretionary spending by Congress related to the law.

Critics argue the law will harm Medicare and raises taxes and fees that will burden the economy. They sharply dispute the CBO estimate that deficits will fall once the bill takes effect, arguing that the forecasts rest on spending cuts to Medicare and other programs that will not materialize.

MUSKEGON — Leaders representing the breadth of the community have agreed to the ambitious goal of making Muskegon the healthiest county in Michigan.

The goal flies in the face of national statistics that show for health behaviors Muskegon County is 80th out of 82 counties in the state.

"There is not much more important than the health of your community," Muskegon Rotary President Jim Fisher told more than 70 community leaders at a Muskegon County Wellness Summit Wednesday afternoon at the Holiday Inn Muskegon Harbor.

"We know that we have a lot of work to do," Fisher said at an event coordinated by Muskegon Rotary and supported by a steering committee representing a dozen key community organizations. "We have to shift the culture in Muskegon from one of healthcare to one of wellness. On an individual basis, we need to embrace a healthy lifestyle and have our own skin in the game."

The three-hour wellness discussion facilitated by Mercy Health Partners President Roger Spoelman looked at what it would take for a complete transformation of community attitudes and culture. Spoelman said the community must overcome "environmental heredity" — attitudes in families that allow unhealthy behaviors.

The University of Wisconsin county health rankings released a year ago was a wake up call for a community with poor health habits and plenty of chronic illnesses but is the third best county in the state when it comes to clinical care.

"We're 80th in healthy behaviors in the state and third in quality treatment but we must realize that we are not going to treat ourselves out of the problems," Muskegon County Health Director Ken Krause said. "We have to do something different."

The national study of county health rankings by state — supported by the Robert Wood Johnson Foundation — looked at such factors as tobacco use, diet, exercise, alcohol use and unsafe sex. It found Muskegon health issues surrounding obesity, diabetes, heart disease and high-blood pressure.

"This isn't going to be easy but we are trying to get to a point that something moves," Spoelman said. "This is just a beginning."

The Muskegon Rotary Club used its influence throughout the community to bring leaders from 16 separate sectors of Muskegon together. Participants represented businesses, governments, healthcare providers, churches, non-profit organizations and educational institutions.

"At some point, the powerful are going to have to commit to this healthy ideal," said Stewart Jones, program director of Head Start in Muskegon and Oceana counties. "Every organization has to participate."

The three-hour exercise ended with the group starting to place priorities on a large list of ideas that were generated through a brainstorming session. Spoelman asked the group to think in terms of the next 1,000 days and what could be accomplished in the short term yet this year, in the medium term through 2012 and in the longer term for 2013 and beyond.

Short-term ideas were as simple as organizing a German-style community walk where people would get out to meet neighbors, enjoy the natural beauty of Muskegon and start to exercise. Such an event could be organized this spring or early summer and lead to weekly walking, running or biking groups meeting throughout the county, participants said.

Other immediate actions might include building an inventory of all of the current community resources for people to embrace a healthy lifestyle and a communications plan to inform and engage all residents in Muskegon County.

A more mid-term goal would be a community competition to find the healthiest school in the county or in a public school district. Similar competitions could be among businesses, churches, neighborhoods and families.

Longterm, the group suggested finding adequate funding for the Muskegon County Department of Public Health, a development of a downtown grocery store so inner city residents would have easy access to fresh foods and securing public and private sources of funding to support local healthy initiatives.

Many of the topics discussed were much broader than diet, exercise and smoking cessation but they have strong influences on a community's health, community leaders said. They would include unemployment, poverty and racism.

Community leaders also pointed out the strengths that Muskegon can build upon to address its health and wellness issues. The community has a history of coming together to solve problems and has a citizenry willing to volunteer, participants said.

A consolidated hospital system with the 2008 merger of Hackley and Mercy hospitals has formed a foundation of excellent healthcare delivery, the community leaders said.

The community has been a state and national leader for decades in areas such as community mental health and access to healthcare through such programs as Access Health — a national model for a community-based, shared-cost health plan for low income workers.

"There are great ideas and energy in this room," Spoelman told summit participants.

A Rotary steering committee represents private businesses, the Community Foundation for Muskegon County, the Employers Association of West Michigan, Access Health, Mercy Health Partners, the Muskegon County Health Project, United Way of the Lakeshore, the Muskegon Area Chamber of Commerce, the Muskegon Family YMCA and the Muskegon Area Intermediate School District.

The committee has two follow up planning sessions for the group to reconvene the morning of April 29 and the afternoon of May 20. The locations of the sessions have yet to be determined.

Shopping channel QVC revealed that the average woman spends GBP 2,055 on maintaining her looks in the course of a year but, according to Savoo.co.uk, she could be saving over GBP 200 of that by searching for special deals and shopping smarter with voucher codes.

The research shows that on average GBP 289 is spent on facial products and GBP 717 on body maintenance; considering the average voucher code from Savoo gives consumers a discount of 10 per cent, health and beauty bills up and down the country could be reduced by a considerable amount.

In the current financial climate, sustaining an intensive and expensive health and beauty regime is difficult for many women and this is resulting in an increasing amount of shoppers turning to voucher codes. Getting money off high-priced items, such as Clarins Hydra Care Tinted Moisturiser and Aveda Green Science Face Firming Creme, makes a real difference to the purse; a 10 per cent saving on these or any other hair and beauty products with a Look Fantastic voucher is just one example of Savoo's current codes.

A survey carried out in December 2010 by the World Cancer Research Fund also found that one third of British people think gym memberships are too expensive. Spiralling costs on services means that consumers are purchasing home fitness equipment, DVDs and console games just so they can continue to exercise. Savoo lists deals and discounts from a wide range of online stores selling health and fitness equipment and media; currently there is a Zavvi deal, which offers up to 60 per cent off products from its fitness shop.

Simon Bird, Retail Partnerships Director at Savoo, said: "Women tend to find products and stick to a routine that works for them, which means when costs go up they tend to pay the price. However, savvy women are increasingly looking for deals and voucher codes so that they can maintain their health and beauty regimes, whilst saving money at the same time. With the average voucher from Savoo offering a 10 per cent discount, this means women all over Britain could be saving over GBP 200 on their typical yearly health and beauty spend, which could go towards more family essentials."

Browns' Holmgren asks fans 'to hang in there' - American Chronicle

March 14--BEREA -- Browns President Mike Holmgren realizes most Cleveland sports fans have grown weary of being asked for their patience. But in the midst of the NFL's first work stoppage since 1987, Holmgren boldly asked them again.

"We will play football again," Holmgren said Monday during a news conference at the Browns' headquarters. "The tough part is knowing exactly when. Our hope is that it gets worked out. I believe everyone wants it to work out, and I just want to encourage our fans to hang in there."

The collective bargaining agreement between the players' union and the owners expired late last week after it was extended twice in last-ditch efforts to reach a deal through negotiations. The union has decertified, and the owners have locked out the players.

The players have filed a request for an injunction that would end the lockout while their federal antitrust lawsuit proceeds. A hearing date has been scheduled for April 6.

Meanwhile, players are prohibited from visiting the team's facility and communicating with coaches and other team employees. Those who are rehabilitating from injuries may only receive treatment from a third party, not the team's medical staff, Holmgren said.

Aside from all those stipulations and the absence of free agency for the time being, Holmgren said "it's going to be business as usual in the building for the Cleveland Browns' organization." The Browns are preparing for the NFL Draft in late April, and they don't plan on laying off team employees or cutting the pay of assistant coaches.

"Our philosophy is we're gonna keep people working," Holmgren said. . . . "We have a lot of good people here working very, very hard doing their jobs, and we'll continue to do that."

Holmgren understands if fans are angry about the lockout. He said ticket holders will be refunded with interest if any Browns home games are canceled because of the labor situation.

"You understand the fans' emotion," Holmgren said, adding season-ticket sales are higher than they were at this time last year. "That's why they're fans. They love this team. They want to watch football. They want to root for their team. So the emotions that come from something like this are very, very understandable.

"I realize what I'm asking the Cleveland Browns fans to do because they've probably heard somebody say, 'Hey, hang in there,' for a little bit of time now. But in trying to be real straight with them, I am very, very encouraged about the direction of the football team. This will get done, and we will play again. Stay rooting for your favorite team. It's OK to get frustrated and ticked off on occasion, but the beauty of it is you'll be there when the good times come."

Holmgren acknowledged the Browns face a unique challenge during the lockout because they have a new head coach, Pat Shurmur, and a young quarterback, Colt McCoy. Plus, they're installing new systems -- the West Coast offense and the 4-3 defense -- after failing to win more than five games in each of the past three seasons.

Still, Holmgren is optimistic.

"I believe we're getting better," he said. "What I've learned about the new fellows that I've worked with the last year is that [General Manager] Tom Heckert is the real deal and the people that work with him, our personnel department, they do their jobs, and they do them very well. If I put on my coach hat for a moment, that's real a encouragement to Pat and the coaches.

"The second thing is, and I haven't talked about him very much, but Randy Lerner, our owner, absolutely has been a man of his word with me and with this organization since I came on board. For any football organization to have an owner like that is hugely important, so I thank him for that. And then lastly, if our young quarterback turns out to be the quarterback for this team for a while -- I said if he does -- then that's a big piece of the puzzle."

Of course, the certainty of a 2011 season is the most important piece. Right now, it's missing.
